PPWR 2025/40 Is Live: The Packaging Documents EU Buyers Now Ask For

Short answer: since 12 August 2026, Regulation (EU) 2025/40 — the Packaging and Packaging Waste Regulation — applies to every box, carton and bag placed on the EU market, including packaging made in China. The change buyers notice first is paperwork: a technical file, an EU declaration of conformity, and component-level material data that traces back to the converter.

What actually changed on 12 August 2026

The PPWR replaced a directive that had governed EU packaging for three decades. The European Commission's packaging waste page records the regulation in force since 11 February 2025 and applicable from 12 August 2026, with Directive 94/62/EC generally repealed on that date. Because it is a regulation, not a directive, it applies directly in all 27 member states: no national transposition to check, no member-state variation to argue over.

It also merges what used to be separate conversations: design requirements, restrictions on substances of concern, recyclability and producer reporting now sit in one text, and imported packaging is covered on the same terms as packaging made inside the EU. Scale matters: the Commission reports that 40.8% of EU packaging waste in 2024 was paper and cardboard — the largest single material stream, and the one most printed paper goods ship in.

The document set your customer will ask for

Your EU customer is the operator placing the packaging on the market, and that entity — not the Chinese converter — signs the declaration of conformity. What the converter supplies is the evidence underneath it, which is where projects stall: the file must be assembled from components, not written at the end.

DocumentProduced byWhat it has to show
Technical fileBrand or importer, from converter dataConstruction, materials, grammages, inks, adhesives, assessment against substance and design requirements
EU declaration of conformityBrand or importerStatement that the packaging meets the regulation, tied to the technical file
Component test reportConverter, mill or third-party labLead, cadmium, mercury and hexavalent chromium summed across board, ink, adhesive and coating
Fibre and recycled-content evidenceMill and converterCertificate code, chain-of-custody invoice link, recycled percentage by component

Retention is not informal: the file stays available five years for single-use packaging and ten years for reusable, and authorities can demand it. A board mill certificate alone is not a file.

Heavy metals and PFAS: the part that touches ink and adhesive

The heavy-metal limit is a sum, not a per-material allowance: lead, cadmium, mercury and hexavalent chromium combined must stay at or below 100 mg/kg for the packaging unit, and ink, adhesive and coating all count. A board certificate alone does not answer that — the declaration has to cover the full bill of materials, including laminating adhesive and any metallic foil.

PFAS restrictions bite hardest on food-contact packaging, and the Commission's March 2026 implementation guidance describes a tiered test: total fluorine is screened first, and specific PFAS analysis follows only if the screen is exceeded. For a box holding a toy or a book that is usually a non-issue; for a bakery carton it changes which coatings and grease-barrier treatments you can specify.

Recyclability: what a paper box can claim right now

From the application date, packaging placed on the EU market has to be designed for recycling; the Commission's objective is to make all packaging recyclable in an economically viable way by 2030, with grading tightening by 2038. The calculation method is still being adopted, so keep claims descriptive: “paper-based, designed for the paper stream” is defensible, “100% recyclable” is not.

Two standards frame the technical conversation. ISO 18604:2013 sets requirements for packaging to be classified as recoverable by material recycling, and the older harmonised standard EN 13430 is used as an interim reference while the PPWR's own calculation rules land. Neither gives a presumption of conformity — which is why brands ask converters for construction detail rather than logos.

What weakens a paper box in the recycling stream is not the board but heavy film lamination, metallised polyester, glued-in EVA inserts, plastic windows and adhesives that will not disperse. A matte-laminated rigid box is still a paper box, but the film must be separated at the mill — worth raising before a gift box spec is frozen, because the fix is cheap at design stage and expensive after tooling.

How to write PPWR into the RFQ

Ask for the declaration with the price, not after the PO. Four lines in the RFQ do most of the work: (1) a component-level material declaration covering board, wrap, ink, adhesive and any film; (2) the heavy-metal test report reference and date; (3) the FSC certificate code if certified fibre is specified; (4) unit weight by material, because EPR fees in most member states are calculated on packaging weight, not on unit count.

That fourth line is the one buyers forget. EPR fees are weight-based, so a brand registering a folding carton or a paper bag needs kilograms per component, not pieces — and retro-fitting that data across a year of shipments costs far more than capturing it at quotation. If the packaging accompanies a printed product, our children's book compliance checklist covers the safety side, which runs on separate standards.

One boundary worth stating plainly: we are a converter. We can supply material declarations, test reports and chain-of-custody documents for what we make, and design to the paper stream. The declaration of conformity belongs to the operator placing the packaging on the market. Tell us the destination market on the quote form and we will say which documents we can issue and which your importer must hold.
